Combine drained chickpeas, shallot, garlic, mint, and parsley in a food processor. Process the mixture until it forms a smooth paste. Transfer to a mixing bowl.
Add salt, cumin, cayenne, and baking powder. Mix well to combine.
Add flour 1 tablespoon at a time until the mixture becomes cohesive enough to form into patties. (You may not need all of the flour.)
Scoop 1 heaping tablespoon of dough at a time and form into patties. Let patties rest for at least 10 minutes. (Note: patties can be frozen and cooked later.)
Heat oil in a skillet over medium heat. Cook the patties on each side until deep golden brown and crispy.
