Instructions
  1. Brown ground beef in a Dutch oven until crumbly. Remove from the pan and drain.
  2. Add onion and celery to the pan and sauté for 2 minutes.
  3. Stir in drained ground beef.
  4. Add tomato sauce, tomatoes, chiles, and optional chili beans. Stir well.
  5. Add all spices along with the water and vinegar. Mix well.
  6. Bring to a boil. Reduce heat and simmer 2 – 3 hours.
